A Kage (影; Literally meaning "Shadow") is the leader of one of the five most powerful Hidden Villages and generally are also the most powerful ninja in their respective villages. They are collectively known as the Five Kage (五影, Gokage). If a Kage has held their position for several decades, as was the case with the Third Hokage, younger ninja are likely to have become stronger than they are. In such cases, the Kage may retire and give the title to someone else; the title, once granted, is held permanently. This creates a case where there are two Kage at the same time, with only one of them actually active, as it was with the Third and Fourth Hokage. After the Fourth died, the Third came out of retirement.

The Kage stand equally with the rulers of their countries, oversee the activities of their villages, and are the leaders of ninja society. They typically are the ones who send the ninja teams out on their missions and make the decisions regarding the safety of the village. The five Kage are:

The Hokage (火影; Literally meaning "Fire Shadow") of Konohagakure.
The Kazekage (風影; Literally meaning "Wind Shadow") of Sunagakure.
The Mizukage (水影; Literally meaning "Water Shadow") of Kirigakure.
The Raikage (雷影; Literally meaning "Lightning Shadow") of Kumogakure.
The Tsuchikage (土影; Literally meaning "Earth Shadow") of Iwagakure.

Although the village leaders of other hidden villages may be as strong or even stronger than any of the Kage, their villages have not earned enough recognition for them to bear this title. In the anime only Hoshigakure, it has unofficially dubbed each of its leaders the Hoshikage (星影; Literally meaning "Star Shadow"), signifying their ambition to be recognized as an equal to the five great villages. However, this title is only a name, and the five Kage do not recognize it as their equal.

The Hokage (火影; Literally meaning "Fire Shadow") are the leaders of Konoha. They are generally the strongest in the village, although ideology and renown plays a large part in their being chosen for the position.

Four shinobi and one kunoichi have gained this title so far, with another shinobi gaining the title of candidate Hokage. When the position for Hokage becomes open, whether because of the previous Hokage's death or incapacitation, the Konoha Council promptly begins to search for a replacement, in some cases within hours or days after a Hokage has been deemed dead or unfit; this can be seen in the case of Tsunade after she slipped into a coma.

After being appointed, they are given the Hokage mansion in which to live and have their faces carved out in the stone wall behind it. Though she was appointed during the first part of the series, the Fifth Hokage's face was carved out before the beginning of Part II.

According to Kakashi, once a shinobi has been appointed by the Konoha Council, it is up to the jōnin of the village to determine whether the position will become official.

Hashirama Senju (千手柱間, Senju Hashirama), the First Hokage (初代火影, Shodai Hokage; Literally meaning "First or Founding Fire Shadow"), was the founder of Konoha, the older brother of Tobirama Senju (the Second Hokage), the grandfather of Tsunade (the Fifth Hokage) and Nawaki, and the husband of Mito Uzumaki of the Uzumaki clan.

Tobirama Senju (千手扉間, Senju Tobirama),[1] the Second Hokage (二代目火影, Nidaime Hokage; Literally meaning "Second Fire Shadow"), was the younger brother of Hashirama Senju (the First Hokage) and the granduncle of Tsunade (the Fifth Hokage) and Nawaki.

Hiruzen Sarutobi (猿飛ヒルゼン, Sarutobi Hiruzen) was the Third Hokage (三代目火影, Sandaime Hokage; Literally meaning "Third Fire Shadow"). Together with Homura Mitokado and Koharu Utatane, he was the student of the first two Hokage, Hashirama Senju and Tobirama Senju, and the teacher of Jiraiya, Tsunade, and Orochimaru.

Minato Namikaze (波風ミナト, Namikaze Minato), also known as Konoha's Yellow Flash (木ノ葉の黄色い閃光, Konoha no Kiiroi Senkō; English "Yellow Flash of the Leaf"), was the Fourth Hokage (四代目火影, Yondaime Hokage; Literally meaning "Fourth Fire Shadow"). He was the student of Jiraiya and the teacher of Kakashi Hatake, Obito Uchiha, and Rin. He was also the husband of Kushina Uzumaki and the father of Naruto Uzumaki.

Tsunade (綱手) is the Fifth Hokage (五代目火影, Godaime Hokage; Literally meaning "Fifth Fire Shadow") of Konohagakure, taking over after Hiruzen Sarutobi died. Tsunade is the only known living member of the Senju clan; she is the granddaughter of Hashirama Senju, the First Hokage, as well as of Mito Uzumaki, the first jinchūriki of the Nine-Tailed Demon Fox. She is also the grandniece of Tobirama Senju the Second Hokage. Also along with Orochimaru and Jiraiya, Tsunade is one of the Legendary Sannin of Konoha.

Danzō Shimura (志村ダンゾウ, Shimura Danzō) was a Konoha elder and leader of the unofficial ANBU faction named "Root". He was later appointed as the Candidate Sixth Hokage (六代目火影候補, Rokudaime Hokage Kōho) after Pain's invasion.

Kazekage (風影; Literally meaning "Wind Shadow") are the leaders of Sunagakure. Feared and respected across the world, they are responsible for making Sunagakure a powerful and great village, despite its small size. However, being responsible for raising so many great shinobi seems to come at a heavy price, as all the Kazekage, including the current, so far have met untimely deaths at the hands of assassins. For this reason, the Kazekage lineage is sometimes considered cursed.

Statues of all the former Kazekage are kept in the room where Sunagakure's council convenes, similar to the Hokage Monument.

The First Kazekage (初代風影, Shodai Kazekage; Literally meaning "First or Founding Wind Shadow") was the founder of Sunagakure, gathering the desert-dwelling shinobi under his control with his overwhelming power. He wore a mask that covered the lower half of his face[1] in a similar manner to Kakashi Hatake.

The Second Kazekage (二代目風影, Nidaime Kazekage; Literally meaning "Second Wind Shadow") was the successor of the First Kazekage. He was the first to research the jinchūriki, in an attempt to greatly enhance the power of the village.

The Third Kazekage (三代目風影, Sandaime Kazekage; Literally meaning "Third Wind Shadow") was once the leader of Sunagakure, though his true name is unknown. He had the unique ability to manipulate his chakra and convert it into magnetic forces, which made him immune to all metallic weapons. After studying the host of Shukaku of the time,[2] he recreated its sand-manipulating powers by combining his own magnetic chakra and iron powder, which produced the Iron Sand technique. It was for this very ability that he was noted as the strongest Kazekage in the entire history of Sunagakure.

The Fourth Kazekage (四代目風影, Yondaime Kazekage; Literally meaning "Fourth Wind Shadow") was the previous leader of Sunagakure. He is the father of Temari, Kankurō, and Gaara, and husband of Karura. His actual name is unknown.

Gaara (我愛羅, Gaara) is the Fifth Kazekage (五代目風影, Godaime Kazekage; Literally meaning "Fifth Wind Shadow") of Sunagakure. Gaara is also the youngest child of the late Fourth Kazekage, and the younger brother of both Kankurō and Temari. He was the third jinchūriki of the One-Tailed Shukaku[4] and, being raised as a tool of Sunagakure, Gaara gained the nickname Gaara of the Sand Waterfall (砂瀑の我愛羅, Sabaku no Gaara; English "Gaara of the Desert"). He was a major antagonist, and is now a supporting character in the anime and manga series Naruto.

The Mizukage (水影; Literally meaning "Water Shadow") is the leader of Kirigakure. There have been five official Mizukage, though only two have been seen in the series. Their word holds sway over all political and military issues that present themselves regarding Kiri and its inhabitants. The Mizukage's palace, where they inhabit and hold office, is the widest and largest landmark in Kirigakure, bearing the kanji for Mizu (水; Literally meaning "Water").

Yagura (やぐら) was the jinchūriki of the Three-Tailed Giant Turtle and the Fourth Mizukage (四代目水影, Yondaime Mizukage; Literally meaning "Fourth Water Shadow") of Kirigakure. When the Three-Tails was captured by Akatsuki, it had no host and roamed out in the wild. He was controlled by Madara Uchiha who could be called the "real" Fourth Mizukage.

Mei Terumī (照美メイ, Terumī Mei) is the Fifth Mizukage (五代目水影, Godaime Mizukage; Literally meaning "Fifth Water Shadow")[1] of Kirigakure. As Mizukage, her word holds sway over all political and military issues that present themselves regarding Kiri and its inhabitants. She became Mizukage in recent years, after the dreadful reign of Yagura ended.

The Raikage (雷影; Literally meaning "Lightning Shadow") is one of the five great Kage of the Naruto world and leader of Kumogakure. There have been four Raikage, though only two have been seen in the series. They are generally known as the strongest in the village. The Raikage lives inside a central blue structure inside Kumogakure.

The Third Raikage (三代目雷影, Sandaime Raikage; Literally meaning "Third Lightning Shadow") was the leader of Kumogakure thirty years prior to the Fourth Great Shinobi World War.

A (エー, Ē) is the Fourth Raikage (四代目雷影, Yondaime Raikage; Literally meaning "Fourth Lightning Shadow")[1] of Kumogakure. He is also the older brother of Killer Bee, the jinchūriki of the Eight-Tailed Giant Ox. As it is hinted that Killer Bee is a member of the Yotsuki clan, A is likely a member, as well.

The Tsuchikage (土影; Literally meaning "Earth Shadow") is the leader of Iwagakure and as such is the most powerful shinobi in the entire village. Of the three Tsuchikage, only the Third has been seen, with the First being mentioned in the anime. The Tsuchikage resides in a palace bearing the kanji for Tsuchi (土; Literally meaning "Earth") with a cone shaped roof.

The First Tsuchikage (初代土影, Shodai Tsuchikage; Literally meaning "First or Founding Earth Shadow") was the one who founded Iwagakure in the Land of Earth. He has only been mentioned in the anime during Search for the Bikōchū Arc.

Ōnoki (オオノキ) is the Third Tsuchikage (三代目土影, Sandaime Tsuchikage; Literally meaning "Third Earth Shadow"),[1] of Iwagakure. He is called Ōnoki of Both Scales (両天秤のオオノキ, Ryōtenbin no Ōnoki).
